Số thâm hụt ngân quĩ thêm 1,5 tỉ đô này sẽ là cái bẫy do đảng Cộng Hòa giương sẵn

Mọi người đều biết rằng đảng nào lên cầm quyền đều phải chịu trách nhiệm
tháo gỡ các vấn đề trước mắt bất kể rằng chúng đã được hình thành do ai,
ai là nguyên nhân đã tạo ra những khó khăn hiện tại !

Dân Mỹ không có đầu óc và công tâm để bắt lỗi đảng tiền nhiệm và bênh vực đảng đương nhiệm.
- đối với họ, dù đúng hay sai, đảng đương nhiệm phải chịu lỗi với những khó khăn dù những lỗi đó là do đảng tiền nhiệm để lại !

Đây là tính KHÔNG NHẤT QUÁN VỀ THỜI ĐIỂM, mà các nhà kinh tế chính trị học gọi là TIME INCONSISTENCY, vì những biện pháp kinh tế duyên khởi tại thời điểm này không mang lại hiệu ứng tức thời cho đảng đương quyền, mà chỉ thể hiện tại thời điểm sau, cho đảng thế chỗ nó !

Như vậy đảng đương quyền làm lỗi hiện nay có thể đổ lỗi cho đảng nào thế chỗ nó, khi nghiệp quả của lỗi ấy trở thành hiện thực sau này !

Và đây là hiện tượng bị lợi dụng bằng thủ đoạn tinh vi tính toán hiểm độc
của đảng Cộng Hòa và phe bảo thủ.

Năm 1989 trong Tạp Chí Kinh Tế ra Từng Quí, Quarterly Economics Journal,
hai nhà kinh tế học Torsten Persson và Lars Svensson đã dùng hiện tượng này để giải thích đầy đủ tại sao phe bảo thủ lại cố tình ngang bướng tạo thâm hụt ngân quĩ lớn lao (để rồi trút trách nhiệm cho đảng kế tiếp !)

Cũng chính vì vậy mà đảng Cộng Hòa đổ lỗi và trách móc TT Obama đã để cho kinh tế suy thoái và ngân quĩ nhà nước thâm hụt lớn - mặc dù ông kế nhiệm, và không phải là người gây ra chúng !

Trước đó, đảng Cộng Hòa thời George W. Bush đã cắt giảm thuế sâu nhiều đợt khiến nhà nước mất nguồn thu... Họ ngụy biện rằng làm thế để kinh tế tăng trưởng, nhưng khi kinh tế không tăng trưởng được, thì họ không chịu thú nhận thất bại sai trái mà còn đòi cắt thêm thuế, vì "cắt như vậy vẫn chưa đủ" !

Khi cắt giảm thuế để mị dân kiếm phiếu, đảng Cộng Hòa không hề nhắc tới thâm hụt ngân quĩ mai sau ...nhưng khi TT Obama lên kế nhiệm thì đột nhiên bọn Cộng Hòa lại kêu la rầm trời về "thâm hụt ngân quĩ khổng lồ" rồi đòi TT Obama phải cắt giảm chi tiêu, lấy cớ ngụy biện rằng nhà nước cắt giảm chi tiêu sẽ là cách hiệu quả nhất để kích thích tăng trưởng (!)

Đảng Dân Chủ đã không thể giải thích hữu hiệu rằng năm 1937 TT Franklin Roosevelt đã trót dại nghe theo lời Bộ Trưởng Tài Chánh, cắt giảm chi tiêu nhà nước để "lấy lại niềm tin cho doanh nghiệp". Hậu quả là kinh tế tụt dốc thảm hại, làm tăng thất nghiệp mà trước đó đang trên đà giảm xuống !

TT Obama đã bị trói tay, không những từ đảng Cộng Hòa, mà còn từ các thành phần đảng Dân Chủ, nên không thể tạo gói kích cầu đủ lớn để vực dậy kinh tế
vốn đã đi vào suy thoái từ năm 2007 trong nhiệm kỳ Bush Con .

Dù vậy, những biện pháp cứu vãn của TT Obama đã khiến kinh tế phục hồi (tuy chậm hơn) và tạo đà tăng trưởng cho đến ngày nay.

Năm 2011 TT Obama đã phải thỏa hiệp với đảng Cộng Hòa để CÀI ĐẶT NHỮNG BIỆN PHÁP TIẾT CHẾ CHI TIÊU khiến đảng Dân Chủ không có được các sáng kiến chủ động
để tạo công ăn việc làm cho dân, và hậu quả là Donald Trump lọt vào được Nhà Trắng!

Một bài học đau đớn cho đảng Dân Chủ là khi Bill Clinton lên làm Tổng Thống năm 1992, ông muốn làm nhiều chuyện tích cực, nhưng bị áp lực từ đảng Cộng Hòa, ông phải lo giảm thâm hụt ngân quĩ nhà nước; tuy nhiên ÔNG CHỌN CÁCH TĂNG THUẾ, mặc cho bọn Cộng Hòa hù dọa là kinh tế "sẽ vỡ tan" :
ngược lại, KINH TẾ BÙNG PHÁT!!!

Đau cho đảng Dân Chủ là ở chỗ này :
Phải mất 2 năm sau, đến 1994, thì sự khởi sắc kinh tế mới thấy rõ, tiếc thay, năm ấy đảng Dân Chủ bị đại bại, phần lớn là do điều này khiến cho đảng Cộng Hòa, lần đầu tiên sau 40 năm,
chiếm đa số tại hai viện Quốc Hội!

TT Clinton đã bội thu ngân sách trong nhiệm kỳ 2, nhưng TT George W. Bush đã tạo thâm hụt ngân sách bằng cách giảm thuế, gây 2 cuộc chiến Iraq và Afghanistan !

Trở về hiện tại, dự luật thuế của Trump và đảng Cộng Hòa sẽ giảm thuế trường kỳ vô thời hạn cho doanh nghiệp, sẽ tạo thâm hụt ngân quĩ 1,5 tỉ đô la sau 10 năm. Nhưng để nhử mồi nhân dân, nó cho giảm thuế lúc đầu, 10 năm sau đa số sẽ phải đóng tăng thuế so với mức 2017 !

Và số thâm hụt ngân quĩ thêm 1,5 tỉ đô này sẽ là cái bẫy do đảng Cộng Hòa giương sẵn:
nếu đảng Dân Chủ lên cầm quyền ở Nhà Trắng hay QH, thì sẽ bị chúng la ó, gây áp lực giảm thêm thuế và cắt bớt chi tiêu để giúp kinh tế "tăng trưởng" theo ngụy thuyết kinh tế "lang băm", "lợn lành chữa thành lợn què" của chúng .

Bởi chúng không có lương tri xã hội, chúng không muốn đóng thuế, và chỉ muốn phá nát hệ thống tương tế xã hội của nhà nước, vì đối với chúng, "nghèo là có tội:
tội lười biếng, ăn bám, ỷ lại xã hội!"

Đây là chỗ vô lương tri của ý hệ tư bản
- từ đó phát sinh mọi thủ đoạn tinh vi, bạc ác, gian manh, hiểm độc.

Các cụ mình có câu "tham thì thâm", - cũng nằm trong ý nghĩa này !!

I think many Democrats and independent political observers are puzzled by the intensity with which Republicans are pursuing their tax cut. It’s not politically popular and may well lead to the party’s defeat in next year’s congressional elections. So why do it?

The answer is that Republicans are pushing the tax cut at breakneck speed precisely because they know they are probably going to lose next year and in 2020 as well. The tax cut, once enacted, however, will bind the hands of Democrats for years to come, forcing them to essentially follow a Republican agenda of deficit reduction and prevent any action on a positive Democratic program. The result will be a steady erosion of support for Democrats that will put Republicans back in power within a few election cycles.

The theory was laid out almost 30 years ago by two Swedish economists, Torsten Persson and Lars EO Svensson. In a densely written article for the Quarterly Journal of Economics in 1989, they explained why a stubborn conservative legislator would intentionally run a big budget deficit.

It has to do with what economists call time inconsistency – the consequences of actions taken today may not appear until the future, when a different political party will be in power. Thus the credit or blame will accrue to that party rather than the one that implemented the policy, because voters tend to attribute whatever is happening today to the party in power today even if that party had nothing to do with it.

Thus Barack Obama got blamed for a recession and resulting budget deficits he had nothing to do with originating. No matter how many times the Congressional Budget Office showed that the vast bulk of the budget deficits in his administration were baked in the cake the day he took office, Republicans nevertheless blamed him and his policies exclusively for those deficits.

Of course, another reason for those deficits is that Republicans systematically decimated the federal government’s revenue-raising capacity during the George W Bush administration with one huge tax cut after another. All of these were sold as necessary to get the economy growing again. The failure of the economy to respond positively was never taken as evidence of the failure of those tax cuts, but rather as showing the need for even more and bigger tax cuts.

By 2022, Republicans will be back in control of Congress and in the White House by 2024

The payoff for this orgy of tax-cutting came when Obama took office. All of a sudden, Republicans noticed that there were large deficits (created by his predecessor George W. Bush) and insisted that Obama do something about them right this minute! They even made the nonsensical argument that spending cuts would stimulate growth by reducing the burden of government.

Democrats did a poor job of explaining how Franklin Roosevelt tried exactly that in 1937, slashing government spending because his treasury secretary told him it would restore business confidence. The result was a sharp downturn that raised unemployment, which had been trending down.

Obama’s hands were tied by the deficit hawks in his own party as well and prevented from offering an economic stimulus adequate to offset the loss of aggregate demand resulting from the great recession that began in December 2007 on Bush’s watch. Obama even joined with Republicans to slash spending in the 2011 budget deal and put in place budget controls that made it virtually impossible to pursue any positive Democratic initiatives for the balance of his presidency. No wonder Trump won.

I think Republicans remember better than Democrats the lesson of 1993 as well. Bill Clinton was elected in 1992 on an activist agenda. But once in office, he was persuaded to reverse course and put all his efforts into deficit reduction. This transformation was spelled out in detail in Bob Woodward’s 1994 book, The Agenda. Its key element was a significant tax increase that every Republican in Congress voted against. They said it would crash the economy, but was instead followed by an economic boom. Unfortunately, the boom didn’t become apparent until after the 1994 election in which Democrats took heavy losses – in large part because of the tax increase. Republicans got control of both houses of Congress for the first time in 40 years.

Clinton remained beholden to the deficit hawks for his entire presidency, doing nothing with the vast budget surpluses that emerged and hoarding them like a modern day Midas, despite pressing economic needs and growing financial problems with social security and Medicare that those surpluses could have fixed. Clinton simply bequeathed them to Bush, who promptly dissipated them with tax cuts and a huge new spending program, Medicare Part D, not to mention wars in the Middle East that continue to this day.

I believe that the same cycle will rerun over the next few years. Should Democrats get control of the House and/or Senate next year, Trump and his party will insist that deficit reduction be the only order of business. Automatic spending cuts resulting directly from the tax cut will start to bite, hurting the poor and middle class primarily, according to the Congressional Budget Office, and making them forget that they resulted from a huge tax give-away to the wealthy that increased the deficit by $1.5tn. Democrats will get much of the blame due to time-inconsistency.

It’s possible that Trump’s appointees to the Federal Reserve may be so alarmed by the inflationary potential of the growing deficits that they will raise interest rates in response. This could trigger a recession that will be blamed on a Democratic president taking office in 2021, just as happened with Obama. But that president may not be able to enact any stimulus at all because deficits crowd out any fiscal space. By 2022, Republicans will be back in control of Congress and in the White House by 2024. In 2025, they will demand still more tax cuts.

Keep in mind that no matter how big the deficit gets from the tax cut Republicans are rushing to enact, none of them will ever vote to undo those cuts or raise taxes except, perhaps, in ways that further burden the poor, such as raising the gasoline tax. That is because they all signed a tax pledge promising never to raise taxes. Therefore, any deficit reduction will either consist solely of spending cuts or pass with only Democratic votes, as was the case in 1993.

The originator of the pledge, Grover Norquist, planned it this way. I doubt he has ever read Persson and Svensson, but understood intuitively that the tax pledge was guaranteed to ratchet down the size of government forever. It wouldn’t happen all at once, but over a period of decades. The history of fiscal policy since the pledge was originated in 1988 is, sadly, proof that it has worked exactly as he hoped.

The Democrats’ only hope is to defeat the tax cut in its entirety and not be seduced by Republican efforts to tilt it more in favor of the middle class. Once the deficit is programmed to increase by another $1.5tn the Republican trap will be set and Democrats will again be on the path to cleaning up their fiscal mess. Just say no to tax cuts is my advice.

Republican voters consistently prove the point of this article. When republicans are in control of government, their policies directly or indirectly raise the deficit and debt. When democrats are voted into office, the clean up of the republican mess becomes cries of "democrats made this mess". Case in point: G.W. Bush. His administration (along with a congress run by republicans) enacted a tax break plan that added to the deficit (and primarily benefited the wealthy), enacted an expansion of medicare to cover prescription drugs, started two unfunded wars which added to the deficit, added several new departments into government, which added to the deficit. By the end of G.W. Bush's second term, the deficit was over $1.2 trillion (per year). Along with that, the nation was in the midst of a recession (and near depression). There were bank bail outs, auto maker bail outs. Unemployment was at or near 10%. The DJI was in the 6000's. After the Obama administration stepped in, the deficit was cut by more than 50%. The economy was growing near 3%. Unemployment was at historic lows. The DJI was near 20,000. But all conservatives say is that he added $10 trillion to the debt. The fact of the matter is that policies and problems put in place before he even took the oath of office tied his hands. Let's be honest, if democrats employed the same tactics republicans have been using for the past 20 years....there would be anger, torches and pitch forks.

Every GOP president since Nixon has ended in recession, which Dems have to then clean up, while listening to Republicans complain that they aren't cleaning up their mess fast enough. Republican agenda of deficit reduction!?!?!? Since when has the deficit ever been on the republican agenda?!?! Republicans maintain a deficit not only on the federal level, but the state level as well (Kansas, Oklahoma, Mississippi, and Louisiana). Republicans are blatantly increasing the deficit with this tax plan. The notion that republicans care about deficit and debt is preposterous.

Why is anyone talking tax cuts when the deficit is growing? This is about those at the top (who made the campaign contributions for the Repubs to win), to get huge tax cuts and it will have to be made up by the middle class (paying more taxes). There is no other way, especially since the GOP wants to increase defense spending.
